Municipal Participation Workshop

To introduce the different tools for community participation and the benefits they can bring to local government.
Presentation of online tools and developments related to the topic. Encourage collective thinking to better integrate participatory tools into municipal decision-making processes. To discuss practical issues that arise during implementation and generate ideas for improvement in the workshop.

"Our Town" is a game designed to help citizens generate ideas to plan a participatory budget for a town or city. Discussions and guidance during the game will help participants to develop ideas that meet the call for a participatory budget, fitting in with the conditions set by the municipality. The discussions will help participants to formulate new ideas and help each other to develop more proposals and better ideas.

The participants in the process and the NGOs and citizens of the district considered by the municipality as priority target groups will be involved in the evaluation and in making suggestions in the feedback workshops on the Community budget.

Citizens' forums
Identifying problems related to public forums, involving experts, making recommendations, and providing analysis for municipal decision-makers.

Community design
Identify problems related to community planning, involve experts, make recommendations, provide analysis for municipal decision-makers.

Community meeting
Identify possible topics for a community meeting organised by the municipality, identify problems specific to the district, involve experts, make recommendations, prepare a feasibility study for municipal decision-makers.

Exploratory interviews

Exploratory interviews with the managers responsible for the Community budget process (deputy mayor, cabinet staff, head of communication, head of office, heads of department, NGO officer); Analysis of the interviews, preparation of preliminary findings and summaries.

Communication advice

Providing advice and collecting good practices on information materials for the public on the process.

Focus group interviews

With the municipal actors responsible for the process and with relevant local actors, NGOs, businesses, etc.

Monitoring plan

Develop a data collection and reporting plan for monitoring and future impact measurement.

Office organisational development

2 months of organisational development advice, written proposal for organisational design, training, job descriptions.

Rulebook on implementation

A specific rulebook, based on international and national good practices, to support transparency and sustainable operation The rulebook is a detailed document that sets out the details of the implementation of the Community budget managed by the municipality (organisational structure, roles, proposal of ideal implementation elements, flowchart, IT infrastructure).
